The challenge

When government moves billions of pounds to more than twenty million households, the hard part is not generosity, it is control. The scheme was established with Ofgem and central government, and the money could only be released once energy suppliers had been assessed as genuinely ready to handle it. Get that assessment wrong in one direction and funds flow to suppliers that cannot manage them. Get it wrong in the other and households wait for support they are entitled to. All of it sat under intense public and political scrutiny, where any failure would be visible immediately and to everyone. It needed a framework rigorous enough to satisfy a regulator and workable enough to actually move money at pace.

What PEF did

Our leadership acted as compliance and enforcement lead, building the control that let the scheme move quickly without moving carelessly.

The result

Suppliers were assessed and taken through to the delivery of payments to households, under conditions that allowed no room for error and no place to hide. The scheme moved money at scale and stood up to the scrutiny it was always going to attract.

What it proves

Delivering under a regulator and the public at the same time is a particular discipline. It rewards evidence over assurance and control over optimism. Building the framework that let a multi billion pound scheme move quickly and safely is direct proof that we can deliver where the standard of evidence is at its highest.

Delivering under a regulator’s eye?

If a programme has to satisfy a regulator and the public, not only an internal committee, we build the evidence in from the start and prove it will land.
