Nobody wants to give a straight answer to this, and there is a reason: the honest answer is that it depends, and the range is enormous. But “it depends” is not useful, so here is what it depends on, so you can build a realistic budget rather than a hopeful one.

The mistake that wrecks ERP budgets is anchoring on the software subscription. For most implementations the licence is a minority of the total cost. The implementation itself, the integration, the data migration and the internal effort typically dwarf it. A rule of thumb many organisations find sobering is that implementation services alone often run to several times the annual licence, and sometimes far more.
How many processes, how many entities, how many countries, how much integration to other systems. A single entity finance rollout and a multi country, multi module transformation are different animals with different budgets.
Every process you insist on customising rather than adopting as standard adds cost, at implementation and then every time you upgrade, forever. Heavy customisation is the most common reason a controlled budget becomes an uncontrolled one.
Clean, well understood data is cheap to migrate. Poor data is expensive, and the cost usually surfaces late, when it is hardest to absorb. Data is the classic hidden cost.
The internal effort is real and routinely left out of the business case. Your best people will be pulled onto the programme, and either you backfill them, which costs money, or the day job suffers, which also costs money.
A well scoped ERP implementation for a mid sized organisation is a significant investment, and the total is driven far more by scope, data and customisation than by the software price. Anyone quoting a confident fixed figure without understanding those is quoting a number that will move. The way to avoid an overrun is not a cheaper quote, it is an honest scope and a realistic view of your data.
