Work out the social value figure your bid needs to hit, then plan the commitments that get you there. A clear, honest planning aid for public sector tenders.
Why this matters. Since the Public Services (Social Value) Act 2012, and more firmly under the Procurement Act 2023, public buyers must weigh social value alongside price and quality. In practice it is often worth around ten percent of the marks, sometimes more, and bids that treat it as an afterthought lose avoidable points.
This planner does two things. It turns your contract value and the buyer's weighting into a social value target in pounds, and it gives you a simple table to build up your planned commitments toward that target, so you can see the gap before you write a word of the response.
Total value over the contract term.
The percentage the buyer applies, or a target of your own. Ten percent is a common benchmark.
Enter the quantity you can realistically commit to and the value you place on each. For a formal bid, use the monetary proxy values from the National TOMs framework or the buyer's own model. The figures here are yours to set, so the total reflects your commitments, not an assumption.

A number is the easy part. Points are won by commitments that are specific, deliverable and genuinely tied to the contract, and by a story the evaluator believes. PEF helps senior teams bid for and win public sector work. If a live tender is in front of you, a short conversation can sharpen the whole response.
Talk to PEF about your bidThis is a planning aid, not the official calculation. The authoritative monetary proxies and reporting method for a scored bid come from the National TOMs framework or the buyer's stated model. Always use those for the figures you submit.
