Public ownership and grid reform

Great British Grid, publicly owned energy and grid reform

Great British Grid is the first state owned player in electricity networks since privatisation. PEF has already delivered the last transfer of a grid function into public ownership and controlled £9bn of public money. We help the bodies setting these companies up, and the operators and investors responding to them, get the delivery right.

Why this matters now

Public ownership is back on the agenda. Delivery is where it will be judged.

Great British Grid was announced on 29 September 2026 as a new branch of Great British Energy, with £4bn of initial funding to invest alongside the existing network operators in tendered transmission projects and to speed up grid connections. Ofgem and NESO keep their roles and DESNZ is publishing the detailed plans. Whatever view you take of the policy, standing up a state owned company and running the tenders that follow it is a delivery problem, and the record of public energy ventures that got delivery wrong is not kind.

Who we help

Three groups with a lot riding on getting this right

Government and Great British Energy

Mobilising a new public company: mandate and operating model, governance and funds control, procurement with public money, systems and data, and the gateway reviews that keep ministers and the Treasury informed.

Network operators and investors

Responding to tendered transmission projects and connection reform: bid readiness and assurance, programme set up, asset and systems change, and the evidence a regulator and a public partner will expect.

Combined authorities and public bodies

Local energy ambitions of your own: options and business case, partner selection with no vendor ties, and independent assurance so the venture earns its keep.

What it actually takes

A public company is a transfer of systems, data and money, not a logo

The last time a grid function moved into public ownership, our founder was Project Director for the separation: over 22 million assets, every software provider procured and taken through to implementation, and a cutover that could not be allowed to fail. On the £9bn Energy Bills Support Scheme he was accountable to Ofgem, BEIS and HMRC for the money reaching the right people and not being lost on the way. Those two programmes are the closest thing the market has to a rehearsal for Great British Grid.

We are independent. No software to sell, no reseller agreements, no commissions, and an official partnership with Capgemini for programmes that need a systems integrator at scale.

Common questions

Public ownership and grid reform, answered

Is PEF working on Great British Grid?

No, and we say so plainly. We are an independent consultancy. We work for the public bodies standing up companies like this and for the operators and investors who have to respond to them. Where the two sides meet we are clear about which side we are on.

What is the difference between Great British Energy and Great British Grid?

Great British Energy is the publicly owned energy company set up to invest in clean power. Great British Grid is a new branch of it, announced in September 2026, focused on transmission infrastructure and grid connections, investing alongside the existing network operators rather than replacing them.

Does public ownership change how a programme should be run?

The engineering does not change. The accountability does. Public money brings funds control, audit, ministerial reporting and a spending review cycle, and a programme that is not built for that from day one spends its second year retrofitting it. We design for it from the start.

Can PEF support a bid for a tendered transmission project?

Yes. We bring independent assurance of the delivery plan, the programme set up behind the bid and the evidence base a public partner will test. We do not write engineering designs; we make sure the delivery promise behind them will hold.

How quickly can you start?

A short independent review can start within days and usually takes a few weeks. It gives a sponsor an honest view of readiness before money is committed, and it is the way most of our longer engagements begin.

Talk to us before the money is committed

Whether you are standing a public company up or responding to one, an independent view early is cheap compared with fixing it later.
