Insource or Outsource Your PMO?

When an organisation needs stronger programme control, it faces a choice: build the programme management office internally, or bring one in. Both can work and both can fail, and the wrong choice for your situation wastes money and control in equal measure. Here is how to think about it.

By Christopher Fagan

The case for insourcing

An internal PMO builds lasting capability, understands the organisation’s context and politics, and does not leave when the engagement ends. For an organisation that runs change continuously, the ability to run its own portfolio is an asset worth owning. The cost is that building a genuinely good internal PMO takes time and the right people, and a weak internal PMO is worse than none, because it produces administration without control.

The case for outsourcing

An external PMO brings experience and standards immediately, can be stood up quickly for a specific programme, and carries no permanent overhead once the need passes. For a one off major programme, or where the internal capability does not yet exist, this can be the right answer. The risk is dependency: an outsourced PMO that never transfers capability leaves you reliant, and one that is treated as a supplier rather than a partner produces reports rather than control.

When each makes sense

The worst of both worlds

The failure to avoid is an outsourced PMO that produces reports without control and never transfers anything, so you pay indefinitely for administration and end up no more capable than when you started. Whichever route you choose, insist on two things: that the PMO adds control and decision support rather than paperwork, and that, if external, it is explicitly tasked with leaving capability behind.

How we approach it

We design and set up PMOs, and we build internal capability rather than dependency, because a PMO should make itself less necessary over time. See PMO setup and uplift or get in touch.
